It's part of an event called Nippon Mania, to be held this weekend at STAR 360 Bugis Junction from Apr 29-30, 2-5pm. 

How to get the free shoe cleaning service you ask? Simply like STAR 360's Facebook page and follow their Instagram account and show that you've done so at the event. Besides that, the showcase will see kicks from four Japanese brands including Onituska Tiger, ASICS Tiger, Patrick and Spingle Move. They will be sold at a 20% discount over the two days. Plus, each purchase will entitle you to a four-letter customization work done by TK Custom.
